With support from DFAT, the Cash Learning Partnership (CaLP) will conduct a Cash Transfer Programming (CTP) feasibility study in selected Pacific Island countries. It will seek to better understand reservations about cash transfers and propose solutions that will aim to enable relevant stakeholders to consider, plan for and implement cash transfer programming in Pacific emergencies, where appropriate.
The expected outputs of this consultancy are the following:
- Desk-based analysis of existing literature on the use of cash transfers in the Pacific.
- Desk-based engagement with key humanitarian stakeholders (including OCHA, the Pacific Humanitarian Team, government authorities and the New Zealand Ministry of Foreign Affairs and Trade (NZMFAT)) to better understand the context for and feasibility of CTP and to plan for the in-country mission.
- In-country missions to selected locations in the Pacific. The mission will be conducted by the CaLP Asia Regional Focal Point and an independent consultant. CaLP’s technical team of the CaLP Global Secretariat will also provide technical support in terms of drawing on latest research and guidance.
