CaLP seeks a consultant to complete a comprehensive review and gap analysis of existing tools and guidance regarding monitoring, evaluation, and accountability with respect to cash-based progamming. The consultant will provide a detailed set of recommendations for CaLP (what to do, why, and how) for engagement on monitoring, evaluation, and accountability issues in cash-based assistance. The recommendations will clearly identify gaps in existing monitoring, evaluation, and accountability guidance for CTP, areas of work best suited to CaLP’s mission and resources, and partnership opportunities and potential challenges for achieving CaLP’s proposed guidance and training development.
The specific objectives of the consultancy are:
- Identify the set of steps or operations required for successful monitoring, evaluation, and accountability design and implementation with respect to cash-based programming.
- Identify gaps in monitoring, evaluation, and accountability guidance for CTP in the humanitarian sector with respect to the set of steps or operations identified above.
- Prioritize opportunities and identify potential partnerships for CaLP in proceeding with guidance development.
- Identify any risks and particular challenges possible with the proposed approach for example, the availability of evidence, the availability or interest of partners, coordination needs with pending work, etc. Detailed terms of reference for the consultancy can be found here.
