CaLP and the Ebola outbreak
With $101.5 million of contribution in 2015, FFP (The Office of Food For Peace – USAID) is a major actor of the Food Security response to the Ebola outbreak in Sierra Leone and Liberia. In order to do that, FFP and its partners have embraced the use of CTP as a mechanism to support Ebola affected communities.
The Cash Learning Partnership and FFP are working together on a dedicated project in Sierra Leone and Liberia to document, analyze and draw learnings and recommendations to optimize the use of CTP in future crises.
Objectives of this Consultancy:
The objectives of this consultancy are to:
- Produce a video giving an overview of the different CTPs in the Ebola outbreak (context, challenges, strategies, modalities, assessment, result & feedback)
- Show the appropriateness of CTP in Ebola Context
- Illustrate the potential of Cash Transfer in epidemic crisis
The consultant will work in close conjunction with FFP partners and CaLP Ebola Project Manager as well as the different stakeholders of the intervention to be documented and its beneficiaries. The Video should be in English and in French.
The consultant will be expected to:
- Capture the global atmosphere of the implementation context and response
- Shoot short interviews with FFP partners, intervention stakeholders such as project teams, beneficiaries
- Shoot (video and photos) different FFP projects in Liberia and Sierra-Leone
- Do all necessary post production work on the video chronologically following the shooting in the Liberia and Sierra-Leone
- Produce a 15’ final video sharing the global overview of CTP in the Ebola outbreak
- Share final product (edited pictures and final video) with CaLP team
Selection criteria
The qualifying consultant must fulfill the following requirements regarding experience and qualifications:
- Solid experience of video producing and documentary, if possible in humanitarian context;
- Fluent in English
- The selected consultant should show strong commitment and will to contribute to the improvement of humanitarian quality programming and particular interest in CTP community of practice in particular.
- He/She should have great flexibility and adaptive skills, with capacities to work under pressure and in tough time constraints. Specifically, candidates are informed that the field visits required for this consultancy would be in Liberia and/or Sierra Leone, possibly in rural areas.
The consultant will be selected on the basis of:
- His/her understanding of the terms of reference;
- Experience and skills which meet the criteria above;
- His proposed budget and timetable
