In West Africa, expertise and experience in the field of Cash Transfer Programming has developed considerably over the past few years. However, the increase in the number of initiatives and new actors has largely been concentrated on the response to chronic food crises. The Ebola virus epidemic which emerged at the very end of 2013, and which hit Guinea, Liberia and Sierra Leone with full force throughout 2014, has not yet been fully absorbed. In order to deal with the first epidemic of this magnitude in the region, the medical teams were certainly at the front line of the response and Cash Transfer Programming was mainly implemented in the recovery phase.
CaLP Food For Peace to document Reflections and processes are now underway to define good practices and lessons learnt for all the humanitarian actors, in terms of preparation, response and implementation arrangements for CTP. As part of this general reflection, CaLP regional office in West Africa is supported by FFP (Food For Peace – USAID) to document learnings from the various CTP approaches that have been implemented in Sierra Leone and Liberia, to support the affected communities and to help victims of the Ebola outbreak to recover.
As part of its ongoing work to map the cash transfer initiatives in West Africa and during a broader research process including field visits in country, CaLP team will identify a remarkable cash based intervention or practice in Liberia or Sierra-Leone that could be developed as a case study. This project / practice should represent for the regional and global community of practice a great opportunity for significant learning and documentation, thanks to its strategy, innovation, success or other noticeable particular approach.
Objectives of this Consultancy:
CaLP is looking to hire a consultant to produce a case study that aims at drawing operational recommendations and lessons learnt for the community of practice on similar projects / contexts / technical approach.
The case study will provide a detailed examination of the selected Cash Transfer intervention. By analysing the context, the implementing organization (mandate, capacities…), and the project cycle management (from preparation and design of the project, through implementation, and monitoring and evaluation, with a focus on relevant steps).
The consultant will describe the specificities of the intervention in greater details, and will identify what have been the factors to make of it a remarkable intervention, source of success / learnings for the practitioners.
Key Deliverables:**
- The text of the case study written in full, between 15–20 pages depending on the format;
- Photos related to the case study sent to the Communications Team (in compliance with image copyright law) to illustrate the document;
- A PowerPoint presentation for presenting the case study.
- A webinar (no more than 2 hours), based on the power point to disseminate learnings from the case study and give space for global community of practice to share technical views on the case study.
Selection criteria
The qualifying consultant must fulfill the following requirements regarding experience and qualifications:
- Solid experience of cash transfers;
- Experience of producing a case study;
- Fluent English, excellent written and spoken communication skills;
The selected consultant should show strong commitment and will to contribute to the improvement of humanitarian quality programming and particular interest in CTP community of practice in particular. He / She should have great flexibility and adaptive skills, with capacities to work under pressure and in tough time constraints. Specifically, candidates are informed that the field visits required for this consultancy would be in Liberia and / or Sierra Leone, possibly in rural areas.
The consultant will be selected on the basis of:
- His/her understanding of the terms of reference;
- Experience and skills which meet the criteria above;
- His / her proposed consultancy methodology, budget and timetable.
