Team Purpose:
The Cash Learning Partnership (CaLP) is a global partnership of humanitarian actors engaged in policy, practice and research on cash transfer programming (CTP). Formed of a wider CTP community of practice representing over 150 organisations and more than 5,000 individuals in the humanitarian sector, CaLP is based on learning, knowledge sharing, networking and coordination around the appropriate and timely use of CTP in humanitarian response. CaLP believes that – when appropriately incorporated into humanitarian preparedness actions and response planning – CTP presents opportunities for effective and efficient programming to meet the diverse needs of people and communities affected by crises. With the number, scale and complexity of humanitarian crises dramatically increasing, CaLP acts as a thought leader and catalyst for positive transformation within the sector.
Job Purpose:
The Capacity Building Officer (CBO) for Asia will be hosted by Oxfam GB in the Philippines Country Office (located in Metro Manila/Quezon City) with extensive travel regionally and globally as required.
In collaboration with the Regional Focal Point, the CBO will be primarily responsible for the capacity building portfolio in Asia, including: developing and leading the Asia regional capacity building strategy; developing and adapting training materials and resources; facilitating workshops and trainings; coordinating capacity building efforts of partners and CaLP Training Roster consultants; overseeing and supporting CTP institutionalisation efforts in Asia; managing administration and communications related to CaLP capacity building; as well as, supporting other regional advocacy and programme activities, like coordination and research.
As part of a 3-person team (the other two CaLP Asia staff, Regional Focal Point and Administrator & Communications Officer, being based in Bangkok, Thailand), this position will:
· Play an instrumental role in the strategic design to reach CaLP outcomes and meet objectives in Asia and to successfully implement all projects and meet regional targets.
· Support the critically on-going work with humanitarian actors in the Asia region to ensure the continued development of a community of practice around cash transfer programming (CTP) and to build capacity of interested stakeholders and partners, especially supporting the institutionalisation of CTP in-country and strengthening of national Cash Working Groups (CWGs);
· Assist with the gathering and dissemination of regional learning on cash-based interventions, contributing towards improved programming and informing and shaping regional and global initiatives (e.g. advocacy efforts, communications and information sharing, such as the development of the CaLP ‘Cash Atlas’);
· Support the building of evidence and best practice in the region through context specific research that contributes to regional, national and global learning, including case studies; and,
· Ensure that the results from evidence and research are incorporated into capacity building trainings, advocacy and influencing of partners and stakeholders.
Business support functions such as administration, finance, information management and logistics will also be components of the position. In particular, the post holder will work closely with the CaLP Asia Regional Focal Point (RFP) and the Administrator and Communications Officer (ACO) in (a) aspects of grant management and (b) documentation and reporting of CaLP’s outputs and impact to regional and global stakeholders. The post holder will also work closely with CaLP’s Global Capacity Building Coordinator, other global staff and CaLP Capacity Building Officer (CBO) counterparts in other regions.
