CaLP Consultancy: Development of e-learning Module on linkages between Emergency Cash Based Programming and Social protection

To compliment a wider piece of work on emergency CTP and social protection, the CaLP will develop a basic/core training module (approximately 1 hour of e-learning) on cash and social protection, based on a guidance note to be finalised in January.

Module Specifications

The CaLP e-learning module to be developed will be on the subject matter of linkages between emergency CTP and social protection systems, and will be provisionally titled: "Linkages between emergency CTP and social protection"

The module should be approximately 60 mins long, and will be developed based on the contents of a guidance note currently under development.

Modules should be developed in English, with sufficient time to be translated into French within the project time period.

The module will not require any video or audio components, and will require minimal (if any) animations to allow for poor bandwidth accessibility. The module should be interactive and contain a number of different types of interactions. There is no limit to the number or type of interactions, but the course should include as a minimum, at least one each of the following:
 Presentation screen: A text and graphic/animation screen that the learner reads. It provides information or can provoke thought.
 Reveal screen: Two or more graphics are positioned on screen and, when selected, more text is revealed for the learner to read
 Hotspot reveal screen: Similar in nature to a reveal screen, this screen has more of an exploratory feel. Hotspots are identified within a larger graphic and these are selected to reveal more information.
 Photo story screen: This screen tells a story or a section of a story, each part of which is revealed to the learner following an interaction. Can also be used to present a dilemma or question.
 Question screen: A multiple choice question, usually with 4-6 possible answers to choose from. One or many options may be correct. Response specific feedback is given to the learner as soon as they have submitted their answer.
 Drag and drop: This is an activity where the learner needs to match either text to text or text to an image. All options must be correctly matched to their target and feedback will be given immediately by displaying the correct answers.
 Final/Endline Quiz and Certificate: These should be available at the end of the course on completion.

Staff involvement:

The consultant in charge of developing the content of the module, working on the guidance note will support the development of the e-learning on January and February. CaLP technical coordinator and CaLP regional focal point in West Africa will support and give guidance to the development of the e-learning.

Timing:

The alpha version of the e-learning module in English needs to be completed by 20th February 2016 to give time for the translation in French. The final version in English will be finalized by 25th March 2016.

Development Stages:

The production of the e-learning modules is expected to proceed along the following stages:

  • Conversion of guidance note into e-learning storyboard format (by 15th January)
  • Development of alpha version in English for review and testing (by 15th February)
  • Revisions to alpha version in English (by 28th February)
  • Development of beta version for review and testing in parallel with the French version of the Alpha version (by 15th March)
  • Release of gold version in English and alpha version in French (by 25th March)
  • Ownership: The modules are being developed by CaLP; it would be necessary to have them developed with "a CaLP front page" and CaLP branding that could then be hosted on partner platforms such as Disaster Ready LMS, and/or other public fora such as HLA platform in the future. Ownership of the final product and all content/Intellectual property would remain with the CaLP. CaLP communication team at global level will support the branding process.
     Funding: The project is being funded externally by OFDA, which sets clear boundaries for resources and the timeframe available for implementation.
     LMS: Modules would need to be Moodle/SCORM compatible, as well as being developed into an offline version for delivery via USB stick or CD.
     Relevance: Training of humanitarian staff has habitually been delivered by CaLP in the form of face-to-face workshops, on-site coaching, or learning fora. CaLP has already developed a number
    CaLP Emergency CTP and Social Protection – e-learning module
    of e-learning courses available via Disaster Ready and it is expected that other modules may be developed as e-learning content at a later stage.
     Company selected: The company selected will be expected to provide a minimum of three references, as well as meet CaLP’s ethical purchasing requirements and adhere to CaLP’s code of conduct for suppliers.
