TEAM PURPOSE:
The Cash Learning Partnership (CaLP) is a dynamic and collaborative global partnership of humanitarian actors actively engaged in the critical areas of policy, practice and research within cash transfer programming (CTP). Formed of a community of practice which includes over 150 organisations and up to 5,000 individuals in the wider humanitarian sector, the CaLP aims to catalyse progressive change in practice to effectively meet the needs of people and communities affected by crises. The CaLP is based on learning, knowledge sharing, networking and coordination around the appropriate and timely use of CTP in humanitarian response.
ABOUT THE ROLE:
The CaLP Senior Institutional Capacity Building Officer will be responsible for leading the institutional capacity building component of CaLP’s strategy. This will be based around CaLP’s recently developed Organisational Capacity Assessment Tool (OCAT) which identifies institutionalisation priorities for organisations committed to improving their capacity to deliver CTP – including national and international NGOs; UN and state actors. The postholder will be responsible for designing, and overseeing the delivery, of CaLP’s institutional support process. This will include:
- Defining a targeting strategy for CaLP’s institutionalisation support
- Designing the package of support to be offered by CaLP, based around the OCAT and CaLP’s competency framework
Leading OCAT-based assessments with targeted organisations and delivering the required follow-up support, including the delivery of CaLP’s training materials
CANDIDATE SPECIFICATION:
- We are looking for a candidate with the capability to support implementation of the CaLP Capacity Building Strategy, targeting strategy for CaLP’s institutionalisation support, Develop and oversee the global budget for CaLP’s institutionalisation support, Design the package of support to be offered by CaLP, based around the OCAT and CaLP’s competency with excellent analytical and critical thinking ability, experience in developing comprehensive training and skills development packages, curriculum-development and practical learning / experience based approaches, proven knowledge of different learning pathways, and applications of competency frameworks, technically experienced in Cash Transfer Programming (CTP), through either policy or practice, Strong commitment to CaLP’s vision and mandate with a willingness to ‘walk the extra mile’. Previous working experience in at least two of CaLP’s present focus regions (West Africa, East Africa and Asia)
