CaLP Consultancy: Scoping mission into the use of emergency cash transfers in the Pacific

The Cash Learning Partnership (CaLP) aims to raise awareness of cash transfer programming as an appropriate and effective mechanism for emergency response, build capacity in the use of cash and vouchers, gather evidence through research, and encourage learning and knowledge-sharing among humanitarian actors. Originating from the will to gather lessons learnt from the use of cash and vouchers in the Asian Tsunami emergency response in 2005, the CaLP has emerged as a major platform for lesson learning and institutional networking on these issues.

With support from the Australian Department for Foreign Affairs and Trade (DFAT), the Cash Learning Partnership (CaLP) will conduct a Cash Transfer Programming (CTP) feasibility study in selected Pacific Island countries. It will seek to better understand reservations about cash transfers and propose solutions that will enable cash transfer programming in Pacific emergencies where appropriate.

The consultant will be in charge of producing a scoping study of Cash Feasibility, gaps and opportunities in Asia Pacific. It will be done through secondary research, including desk-based review of literature and data and interviews, as well as primary research through an in-country field mission to conduct meetings, interviews and focus groups with key stakeholders, including government authorities, humanitarian agencies and private sector partners, including market-based actors.

Skills and Competencies:

  • In depth knowledge of and technical experience in cash transfer programming (particularly in emergency and social protection contexts) especially in current good practices. Preferably, experience in Asia Pacific and familiarity with the South Pacific islands.
  • Knowledge and work experience of the ways of working of humanitarian Ngos (local and international), state actors ( eg. national disaster management authorities and social welfare departments),UN agencies and private sector actors (e.g.financial service providers)
  • Experience in planning and implementing scoping studies for the humanitarian sector, cash transfer programming, and cash-based interventions required.Preferably with market analysis background.
