The Cash Learning Partnership (CaLP) aims to raise awareness of cash transfer programming (CTP)as an appropriate and effective mechanism for emergency response, build capacity in the use of cash and vouchers, gather evidence through research, and encourage learning and knowledge-sharing among humanitarian actors
CaLP took a decision to support Cash Transfer Programming implementation at scale at the county levels in Kenya. CaLP secured funding from the Office of US Foreign Disaster Assistance (OFDA) to implement a pilot project aimed at improving coordination and preparedness to implement and scale up cash transfer programming responses in Kenya. This project has focused on four ASAL counties -namely Turkana, Marsabit, Wajir and Mandera. In order to support sharing of knowledge and best practices in this engagement, CaLP has organized a Learning Event, to be held in Nairobi, Kenya. This learning event will aim primarily at gathering and sharing good practices and learning based on this project.
The primary objective of this consultancy is to provide support and facilitation services(lead sessions and prompt discussions as per programme and issues arising) for a 2-day Regional Learning Event in Nairobi, Kenya.
Skills and Competencies:
- Understanding of the Preparedness and Contingency Planning; aspects of Capacity Building and Coordination in relation to CTP
- In-depth understanding of the Kenyan context and specifically the devolution process and the role of county governments and some understanding of government-led CTPs is desirable.
- In-depth knowledge of and technical experience in cash transfer programming (particularly, in emergency and social protection contexts), especially in current good practices.
- Preferably, experience in East Africa region.
- Substantial knowledge and experience learning methodological approaches and tools and strong skills in facilitation, generating debate and engagement.
- Strong interactive facilitation skills and an adaptive, dynamic instructional approach to ensure learning remains tailored to evolving discussions and questions
