In January 2016, CaLP North America conducted a baseline capacity/needs assessment of the cash community of practice (CoP) based in the US working abroad with an emphasis on identifying critical enablers and blockers to the implementation of cash-based programming with quality and at scale. Analysis of assessment results suggests that response analysis, or the identification of appropriate assistance modalities for response, is a core need among partners.
Good response analysis can ensure that programs are both able to meet beneficiary needs at all times; good program design, combined with strong monitoring, can ensure that programs are able to be modified and shift modalities if necessary in order to maintain their ability to meet those needs. In the CaLP study, partners requested guidance and best practices regarding designing, managing and implementing assistance with multiple modalities.
CRS, Samaritan’s Purse, and the American Red Cross have recent experience starting up and implementing programs in the DRC, Guatemala, and Nepal, among others, that involved the simultaneous delivery of multiple modalities of assistance within the same program. CRS proposes to work through the CaLP to identify other such examples from other NGOs and document these lessons learned.
Objectives of this Consultancy
CRS will hire a consultant for 25 days to lead the research and documentation process. The two main research questions are:
- What are enablers and barriers for good multiple modality program design and implementation?
- What are enablers and barriers for good programs that are designed to be flexible and shift among different modalities, to remain able to provide the most appropriate form of assistance.
To contribute to the research questions above, the consultant will design intermediate research questions to drive the information gathering, in consultation with CRS and CaLP. The consultant will design a framework to look at various elements of response analysis and design, and the operational components around implementation of multiple modality and flexible modality programs.
The consultant will likely need 5 days for secondary data and report reviews; 10 days for interviews and follow-up with country programs; 5 days for writing the documentation and guidance, and 5 days to incorporate revisions and prepare a final document (or set of documents). The consultant will use up to 25 days over the period of August through October 2016 to complete the proposed work.
Selection criteria
The qualifying consultant must fulfill the following requirements regarding experience and qualifications:
- Minimum Bachelor’s degree in research, economics, international development, or related field; Master’s degree preferred.
- Excellent analysis and communication skills in English, particularly written communication.
- Previous experience using the desk review and key informant interview methods of research
- At least two years’ experience analysing or implementing humanitarian programming; humanitarian cash or voucher experience preferred
- Experience programming multiple modalities simultaneously or of using trigger indicators to switch modalities mid-program preferred
- Clear understanding of the terms of reference
- Good collaborator
